2. NOTICE OF MOTION - COMMUNITY CONCERNS ARISING FROM CHANGES TO THE 265 BUS ROUTE
This motion recommends Council investigates and, if deemed appropriate, facilitates or implements measures to ensure that older residents of Greenwich, and other parts of the Local Government Area who are impacted by the change to the 265 bus route, have access to accessible, affordable and safe transport options to maintain their ongoing connection with the services, activities and friendships that they enjoyed prior to the change to the 265 bus route.

3. END OF COUNCIL TERM REPORT - 2022 TO 2024
Following the introduction of the Integrated Planning and Reporting Framework in 2009, NSW Councils are required to present an End of Term Report to the last Council Meeting at the end of each Council term which details the achievements of that Council during the term and outlines how the community is progressing towards achieving the goals outlined in the Community Strategic Plan. It is recommended that this report be received and noted.
4. VOLUNTARY PLANNING AGREEMENT AT 2-10 FINLAYSON STREET, LANECOVE
This report outlines a proposed Voluntary Planning Agreement (VPA) with the Developer, Traders in Purple, for a proposed development at 2-10 Finlayson Street, Lane Cove (the site). The site currently comprises the LCM Anglican Church and three dwellings. The VPA is pursuant to s7.4 of the Environmental Planning and Assessment Act 1979 (EPA Act) and provides that the Developer contribute to local community infrastructure through the delivery of an auditorium / hall plus circulation, amenities and break out spaces including access to public parking (Facility). The Report recommends that give notice of its intention to enter into a Voluntary Planning Agreement and place it on public exhibition for 28 days when the Development Application is advertised.
5. DRAFT SUBMISSION IN RESPONSE TO THE EXHIBITION OF CROWS NEST TRANSPORT ORIENTATED DEVELOPMENT PLANS
The purpose of this report is to outline Council’s position in relation to the State Government’s draft plans for the Crows Nest Transport-Orientated Development (TOD) area.
Council’s draft submission to the plans provides more detail and is attached to this report in AT-1. It is recommended Council endorse the submission and forward to the Department of Planning, Housing.
6. DRAFT STRATEGY FOR AN AGE-FRIENDLY LANE COVE 2024-2029
This report provides feedback on the exhibition of the Draft Strategy for an Age-Friendly Lane Cove 2024-2029. The feedback was positive and reflected the care taken in the collaborative approach to the plan's development. Nine (9) comments on the draft plan were received from the community and included in the updated draft. It is recommended that the plan be adopted by Council to guide priorities for an age-friendly Lane Cove over the next five years.
7. COMMUNITY CONSULTATION RESULTS - DRAFT COUNCILLOR AND STAFF INTERACTION POLICY
The purpose of this report is to provide a summary of submissions received in relation to the Draft Councillor and Staff Interaction Policy (AT-1) which was the subject of community consultation between 24 June and 6 August 2024.
This report advises that as a result of the public consultation that took place over a six (6) week Period, Council received one (1) formal submission.
8. COMMUNITY CONSULTATION RESULTS - DRAFT REPORTABLE CONDUCT POLICY AND DRAFT CHILD SAFE POLICY
The purpose of this report is to update Council about the results of the community consultations for the Draft Child Safe Policy AT-1 and Draft Reportable Conduct Policy AT-2. Both policies were the subject of community consultations between 26 June and 6 August 2024.
Council received zero (0) formal submissions for either policy during the six (6) week public consultation period.
9. TRAFFIC COMMITTEE - JULY 2024
The Lane Cove Traffic Committee Meeting was held on Tuesday, 16 July 2024.
Agenda Items were as follows:
· Electric vehicle charges in public places of Lane Cove Council area (round 3) - installation of "2-hour parking" 8:00am – 6:00pm; electric vehicles only while charging and unrestricted parking area.
· Kenneth Street at Northwood Road, Longueville - Alter Existing 30 Min Time Restricted Parking Zone To 15 Minutes.
· Howarth Road, Lane Cove North - 15 Minutes Time Restricted Parking.
· River Road West North of Tambourine Bay Road, Riverview - Installation Of ‘No Parking’ Zone.
· St Leonards - Implementation of Bike Path In Christie Street And Nicholson Street.
· Greenwich area bus zones - further consultation by busways to alter the length of the bus zones.
· Regulatory signposting and line marking.
· Crows Nest metro - bus service update.
· Lane Cove Big Family Fun Ride
10. PROVISION OF SECURITY GUARDS AT THE LOCAL GOVERNMENT ELECTIONS 2024 LANE COVE LGA POLLING PLACES ON THE EVE OF THE ELECTION
This report responds to a council resolution requesting quotes be obtained for the provision of a security guard from 11.00pm on the eve of the 2024 NSW Local Governments Elections until 7.00am on Election Day at each Lane Cove LGA polling place.
11. FURTHER REPORT - STATE OF WAXCAPS IN BUSHLAND PARK
At its February 2024 meeting Council resolved to receive a report outlining the condition of the Waxcaps in Lane Cove Bushland Park (LCBP). A report on the State of the Waxcaps was subsequently brought to the June 2024 Council meeting.
At its June 2024 meeting Council resolved to contact the DCCEEW to request a meeting to discuss the Waxcaps with Dr Ray and Mrs Elma Kearney; organise a site meeting with interested Councillors and report back to Council.
The DEECCW declined to a meeting as they are satisfied with the condition of the Waxcaps and Council’s management of LCBP. The site meeting was held on 1 August 2024. The inspection highlighted that there are two Threatened Ecological Communities (TEC) located in Bushland Park. One is a Waxcap TEC and the other is a Littoral Rainforest TEC. Council cannot remove one TEC to try and protect another TEC. They are both important local native communities that have evolved together over many generations and Council's management plans reflect this. Both are protected under the Threatened Species Conservation Act 1995 and are under the jurisdiction of the Department of Climate Change, Energy, Environment and Water (DCCEEW). It is recommended the report be received and noted.
12. GENERAL PURPOSE FINANCIAL STATEMENTS FOR THE YEAR ENDED 30 JUNE 2024 - REFERRAL FOR AUDIT
Council is required to prepare General Purpose Financial Statements and have them referred for audit as soon as practicable after 30 June each financial year. This report is seeking the referral of Council’s draft General Purpose Financial Statements for the year ended 30 June 2024 for external audit. The audit is due to be completed by early late September 2024.
It is proposed that at its meeting on 24 October 2024, Council will resolve to sign the audited Financial Statements prior to placing them on public exhibition. A presentation of Council’s audited Financial Statements and Auditor’s Report will be arranged for the November Council Meeting.
The signed Financial Statements will be forwarded to the Office of Local Government on or before the deadline date of 31 October 2024, and a further report attaching any public submissions will be tabled at the November Council meeting.
